The Minister of Health and Social Services, Esperance Luvindao, has blamed poor leadership and weak management systems affecting service delivery across the country.
She made the remarks during the ministry's planning and financial management meeting held recently in Otjiwarongo.
Dr. Luvindao did not mince her words about the ministry lacking a culture of accountability.
She said underperformance within the system has led to repeated service failures, many circulating on social media.
“I would change it if I could. There is no culture of accountability in this ministry at all, often leading to underperformance. More underperformance leads to videos circulating on social media.”
Earlier, Dr. Luvindao met with the regional leadership, including Governor John ||Khamuseb and Otjiwarongo mayor Leonard Simushi.
The minister also raised concerns about reports of doctors arriving late and leaving early, despite repeated complaints to regional authorities.
Dr. Luvindao cautioned against shifting blame solely to budget constraints, saying while the ministry continues to advocate for more funding and resources, managers must also optimise what is already available.
