President Geingob virtually addressed the summit on Constitutionalism and Democratic Consolidation in Africa, saying it is noticeable that many African governments have subscribed to the idea of term limits since the end of the cold war era. Dr Geingob says this is because Africa and Namibia, in particular, have now entered the 'Third Wave of African Leadership', a democratic dispensation characterised by efforts to cement a sound governance architecture.
