For the 2026-27 financial year, the Ministry of Justice will construct two magistrates' courts in Nkurenkuru and Katima Mulilo.

For this development expenditure, N$15 million has been set aside.

Prime Minister Elijah Ngurare revealed this during his motivation for the Judiciary budget, which is allocated a total of 512 million.

"Both initiatives will expand court capacity and bring justice services closer to the community they serve. The Supreme Court and the High Court continue to maintain strong case disposal rates despite increasing case loads and the reduced complement of judges in the Superior Court. It must, however, be recognised that sustaining this level of performance requires more than institutional commitment. It requires adequate financial resources, sufficient human capacity, and appropriate infrastructure."

Dr Ngurare noted that magistrate vacancies, both temporary and permanent, as well as vacancies on the High Court bench, remain a priority for the coming year.

"These appointments will provide necessary relief to the courts, particularly the lower courts, which serve as the primary point of entry into the justice system for the majority of Namibians. Honourable Deputy Chairperson of the Whole House Committee, honourable members, justice is not a privilege. It is the foundation upon which a free and democratic society is built."
