The Executive Head of the Engineering Council of Namibia (ECN), Charles Mukwaso, has confirmed the relief from duty of the Council members following a directive from the Minister of Works and Transport, Veikko Nekundi, dated 26 June.
Mukwaso, speaking at a media briefing, described the development as a "sad, strange, and painful chapter" for the institution.
"The ECN is at a crossroads and it is my duty to present the unvarnished truth to ensure transparency and to reaffirm our commitment to serving the engineering profession and the people of Namibia with integrity," he said.
In a 12-page document, Mukwaso outlined alleged irregularities within the Council, including consistent failure to hold required meetings, unlawful administrative practices, and financial mismanagement amounting to over N$800.
He also alleged that certain council members attempted to remove him from office, which led to his suspension. He was, however, eventually cleared.
The former Council members have rejected their termination, arguing that it is unlawful and in violation of the Engineering Profession Act.
According to the Act, No. 18 of 1986, Council members are appointed for a four-year term unless the Council itself makes a valid recommendation for early removal—something the members claim never happened. Their term was due to end in August next year.
"If you look at that letter, it uses a purported ECN letterhead. Now, if you were removed from office the day before, what are you doing with ECN instruments?" one of the members questioned.
The Ministry has indicated that a new board will be appointed in due course.
