NamPost will take over the payment of all social welfare grants under the cash pay mode starting 1st October this year.

The Ministry of Finance shared this information during the launch of the regional engagement initiative on social grants at Rundu.

The Ministry of Finance is now in charge of all social grant payments, and it is tasked with creating a fairer, modern, and secure way of serving the beneficiaries. 

At the moment, payments often involve third-party agents and cash handling, which they said leads to delays and high administration costs.

"How will the new system work? The beneficiary has a choice to make of the various pay modes or pay options, which include payment of grant allowances into a private commercial bank account, a NamPost savings bank account, or a virtual account payment by NamPost—by this we mean the cash payments inside the branch and also cash payment by NamPost to institutions and care facilities," explained Darrel Muyendekwa, Deputy Director in the Ministry of Finance. He added that "Although we will be encouraging beneficiaries to make use of the NamPost branch, there are some who will still be in remote areas where there will not be a NamPost facility; there will be a mobile vehicle that will be provided by NamPost to go through these remote areas."

Muyendekwa shared that the ministry will ensure a smooth transition from cash payments to various payment modes chosen by the beneficiaries.

"I want to strongly emphasise this: in September 2025, a double payment will be made for September and October, and this will be the last payment from EPUPA. Beneficiaries must ensure that they visit pay points in September 2025 to collect all their grants with EPUPA, and thereafter, in September 2025, EPUPA will not be paying any social grants or children's grants for the government."

Muyendekwa further added that beneficiaries will be required to visit the nearest NamPost branch in October and November 2025 to register for the payment of the social and children's grants.

Beneficiaries are required to provide their identity documents, and procurators should present their identity documents and a procurator appointment letter. 

In November, a double payment will be made by NamPot for the November and December payments. 

The Ministry of Finance will continue to hold consultations in every constituency to ensure the transition works for everyone.
