|Khomas Governor Sam Nujoma has clarified the status of upgrading and formalisation of informal settlements across the region.

Nujoma, in a statement, said the recent reallocation of funds to other local authorities is deeply concerning, as it has delayed the awarding of construction contracts required to complete the servicing of erven.

Earlier this year, the Ministry of Urban and Rural Development allocated N$750 million to the City of Windhoek for land servicing and the formalisation of settlements in several constituencies.

The municipal council was tasked with formalising 16 townships, delivering 5,000 serviced erven, constructing 5,000 affordable housing units, and establishing 250 community ablution facilities, all to be achieved at a 60% execution rate by 12 September this year.

However, during a meeting held on 20 August between the ministry, the municipal council and its executives, it emerged that the council had not yet accepted the funds, as the Management Committee was still deliberating on the ministry's conditions.

This prompted the Minister of Urban and Rural Development, James Sankwasa, to reallocate the funds to other local authorities who had already submitted construction plans. This action triggered tensions between the ministry and the council.

Despite the funding setback, the Governor's Office said the city has confirmed that several projects have been approved, with procurement and implementation processes underway.

The council has also secured procurement exemptions from the Ministry of Finance to fast-track previously approved projects, most of which are high-value developments.

Additionally, the municipal council has issued six bids, ranging from consultancy services to construction, with a combined market value of N$900 million, covering development projects in various areas.

According to the statement, construction of services is expected to begin in March 2026, provided funding is made available by the Ministry of Urban and Rural Development.

The Office of the Governor emphasised that it will continue to demand urgency in implementing these projects to restore dignity and improve living conditions, urging all stakeholders, including the ministry, the municipal council, and contractors, to remain focused and avoid further delays.
