The 2025 Regional Councils and Local Authority Election recorded low turnout.

Over 1.4 million voters were registered for the regional council elections, but only 609,000, representing 40.7%, voted, while over 5,000 ballots were rejected. 

In the local authorities election, of the 752,043 voters registered, only 272,942 ballots were cast, representing 36%.​

The Swapo Party secured a majority of the votes in the regional council elections with 63.35%. IPC took the second place with 12.3%, while PDM came third with 5.2%.

LPM garnered 3.73%, with the UDF taking 2.86%. The independent candidates, AR, NUDO, NEFF, and RP, among others, were left to share the remaining 12.56% of voters. 

The Kunene Region had the highest voter turnout at 57.77%, followed by the Omaheke and Omusati Regions with 50% each and Ohangwena with 29%. The |Khomas Region recorded the lowest turnout of 26.53%. 

Of the 120 constituencies, Epupa recorded the highest turnout of 72.37%, followed by Liyanti with 73.23% and Judea Lyaboloma with 67.22%. 

Constituencies that recorded the lowest are in the |Khoms Region. These are Samora Machel with 23.31%, followed by Tobias Hainyeko with 24.14% and Khomasdal with 24.75%.
