The secretaries to the National Assembly and National Council have expressed readiness for the official opening of parliament tomorrow.

President Netumbo Nandi-Ndaitwah will officially open both houses of legislation.

Secretary to the National Assembly Esther Kaapanda said her office has already prepared documents, from order papers to proposed legislation such as bills and motions from the previous session.

"What is important to highlight is that as we are going to open a new session and they are definitely bills and and then the related matters that are to be carried over from the previous session and the the opening of parliament really will present an opportunity for the continuation of these bills and matters to be carried over from the previous session and and and and they will be resumed as i have indicated where they were left from the previous session and this will avoid a need to restart the whole process because it's just a continuation and a lot of effort we already put in discussing some of the bills that were presented in the previous session it's also the continuation also saved to it's a safeguard that valuable bills are not lost so that the democratic process uh can continue smoothly as well as um it's really an automatic or it automatically."

In preparation for the opening, Secretary to the National Council Tousy Namiseb said newly elected members are being taken through an induction programme to prepare for the legislative year.

"They need to know which laws govern them and how to relate to those laws, which institutions affect their functions. We will start by letting them know how their benefit structures are coordinated through the public office and how their pension fund administrations are done. But then we will take them down in the process of how laws are made. Before they receive a Bill, there is a serious process going on in terms of preparing the Bills. So we will take them through what happens at the ministries when bills are taken to the Ministry of Justice to be certified and to be taken through the cabinet committee on legislation and what are the things that go in. And again, the lawmaking process. When a bill is tabled in the assembly, there is a process of first reading, second reading, committee stage and the ultimate person. Now we want to take them through all those stages carefully. We want them to understand carefully the standing rules because everything, whether it is oversight or making the laws, is done in terms of the standing rules."
