Works and Transport Minister Veikko Nekundi says driving school instructors will have to undergo training to make sure that they are able to train others on how to drive. 

Nekundi says most driving schools only teach how to pass without the technicalities of how to actually drive. 

The Works and Transport Minister says unpolished and inexperienced drivers are a result of unknowledgeable instructors. 

"All of you must be tested, and all of you have to pass first before you become an instructor. Even if you have been there for 20 years or 36 years, you must be tested because you only test that you do not drive. We are going to test whether you can teach two other different things. You can find a good driver, but he or she teaches."

A defensive driving certificate will also be a must-have for driving instructors.

"And all of you must pass their psychometric test for psychology, because somebody who sees an oncoming vehicle on your way reducing your speed, your mind is not talking to your hands at your feet."

Nekundi says they are modernising the road safety sector by digitising the industry, which will be able to tell if a person getting fined for reckless driving is an instructor or the owner of a driving school so that their licence can be revoked. 

He says an instructor will need to undergo training to see to it that they are eligible to teach others. 

"You only pay for your meal, but we will make it so that we cover all the costs for you to get defensive driving with everything you are going to cover for yourself, your physical and your mind to be present."

Otjozondjupa Constituency Councillor Paulus Nekundi says having a driving licence is a qualification.

"Authentic, that you got it fairly, which is very important. You should get it fairly, properly made by qualified instructors, by regulated instructors, and by properly examining examiners. That's the only way you'll be able to. I have a driver's licence, and I can operate a vehicle."
