The Electoral Commission of Namibia provisionally registered 1,499,235 voters for the Regional Councils' elections.

The Commission released the Provisional Voters Register, following the conclusion of the supplementary registration process on August 19th.

Before the commencement of the supplementary registration of voters in August this year, the number of registered voters stood at 1.4 million.

During the supplementary registration, an additional 53,802 people registered, bringing the total to 1,499,235 registered voters. 

The total voters registered for the 59 local authorities is 745,429, with the addition of 24,435 registered during the supplementary registration.

ECN Director of Operations Zenia Klazen said the Provisional Voters Register would be on display in all the 121 constituencies starting today for fourteen days for scrutiny by the public, political parties and associations.

"Once we have concluded the display of the provisional voters register, which would then continue to clean the voters register in preparation for the final voters registered through the automated fingerprint system, that is, to detect possible duplications and double entries, the final voters register would then be released as per the date indicated in the electoral calendar. When we release the final voters register, we will give more details on the demographics, regions, and constituencies in terms of the final figures for the 2025 elections."

The final Voters Register is expected to be published on October 24th.

The ECN further announced that the nomination of independent candidates is set for the 14th of October, while those from political parties and associations is on the 16th.

The Commission said this is part of the wider preparations for the Regional Council and Local Authority Elections.

Acting CEO & Chief Referenda Officer Advocate Heidi Jacobs explained that, "We always ask the political parties and the organisations, 'Please do not wait until the last day; go to the returning officer of your particular constituency or local authority, hand in your forms, and make sure everything is ready.' And on the last day, the candidates can just be announced by the returning officer, and then on the 5th of November, we will publish the names of the candidates for the elections. We already had engagements with the stakeholders where they were informed about the electoral calendar."

In the meantime, ECN continues to deploy detailed outreach, particularly on civic voter education, which it says is meant to inform the public on the electoral process.
