The Minister of Agriculture, Fisheries, Water, and Land Reform, Inge Zaamwani, tabled the Land Bill, which relates to land reform, land allocation, and land management.

Zaamwani said the bill will restore the dignity of those who have not just been displaced due to oppression but also lost their cultural heritage and experienced disruptions in social structures.

The bill aims to establish communal land boards and a communal land development fund, as well as define the role of traditional authorities, among others.

Minister Zaamwani said the land question remains a complex and emotive matter, which is central to the national discourse of redressing historical injustices of brutal dispossession.

"During the colonial era, arable land was forcibly taken by colonial settlers, thereby displacing indigenous people who owned the land. This disposition was not only a matter of physical displacement but also a loss of cultural heritage, economic autonomy and social cohesion. The legacy of these historical injustices continues to impact our society today. Our struggle for national independence was deeply intertwined with regaining land to restore the dignity of the dispossessed."

The minister urged the house to deliberate on the matter with a fair and unbiased approach to ensure that the final provisions will reflect the aspirations of the majority of the people.

The bill also provides for the acquisition of commercial agricultural land by the state for the purposes of land reform and for the compulsory acquisition and alienation of commercial agricultural land by the state, as well as for the prohibition of the acquisition of commercial agricultural land by foreign nationals.
