In line with the Electoral Law, special voting is allowed for a certain category of voters to cast their votes outside the regular polling day.  

Special voting for the Regional Councils and Local Authorities Elections will be conducted on Monday, 24 November.

In terms of Section 98 of the Electoral Act, the eligibility for special voting is restricted to voters employed as election officials and police officers who will be deployed outside their constituencies on voting day. 

"Voters in this category are required to present to the presiding officer a written authorisation issued by the Chief Electoral and Referenda Officer, and their names must be included in the list of voters entitled to vote during special voting. As provided for in Section 98 of the Electoral Act, voting will commence at 09h00 and close at 19h00 on 24 November 2025. The Electoral Act further directs that counting of votes cast on Special Voting Day will only begin after the close of poll on Election Day (26 November 2025). After the conduct of the poll on the 24th of November 2025, all ballot boxes will be transported to the respective police stations for safekeeping until the day of the election," said ECN Chief Electoral and Referenda Officer, Peter Shaama.

The Commission has established 2,894 teams to serve 4,861 polling stations for ease of accessibility to voters. 

The number of teams has increased by 373 compared to the 2,521 teams established in 2024. 

Polling will open at 07h00 and close at 21h00.

"In terms of the Electoral Act, voting and counting processes remain manual, and, importantly, both voting and counting will take place at the same polling station in the presence of election agents of political parties, organisations/associations and candidates as required by the Electoral Act. This reinforces transparency, immediate counting and announcement of preliminary election results at the polling station level."

120 collation centres have been established in all 120 constituencies, and 59 collation centres in all 59 local authorities being contested. 

Returning officers will verify, collate, and announce election results at the constituency and local authority levels and transmit the collated preliminary election results to the Central Election Results Centre as required by the Electoral Act.

"Upon the verification process, the Commission will announce and release final election results using the various platforms established. These include the Election Results Management Website, which can be accessed at www.elections.na, and the mobile app, which can be downloaded on your smartphone through the App Store and Android. The platforms will be available from Monday, 24 November 2025, in preparation for the election," said Shaama.

The ECN says it has, in conjunction with the police, put all measures in place to ensure the safety and security of the staff, electorate, election materials and equipment before, during and after elections.
