Railway Network Development has been allocated over N$952 million, the largest share of the Transport Vote from a total budget exceeding N$2 billion. 

Motivating the vote, the Minister of Works and Transport, Veikko Nekundi, said the programme is central to revitalising Namibia's railway system, and it supports the upgrading of key corridors, procurement of materials, and the maintenance of critical railway sections.

For the 2026/2027 financial year, of the N$2 billion, N$285 million is dedicated to operational expenditure, while N$1.7 billion is earmarked for development. 

Nekundi said the allocation reflects the ministry's commitment to expanding and modernising Namibia's transport infrastructure.

Under the programme of Planning and Development of Transport Infrastructure, an amount of over N$771 million is earmarked.

Nekundi said this programme focuses on building and maintaining roads that connect communities, link rural areas to economic hubs, and ensuring that no Namibian is left behind.

"The programme includes the construction of new, stabilised driver roads; upgrading existing driver roads to meet standards; rehabilitation of ageing road infrastructure; and construction and maintenance of state-owned infrastructure. Through this initiative, the ministry remains committed to providing Namibia with modern, well-maintained and efficient transportation systems. The objective is to ensure that all Namibians have access to key economic and social centres while strengthening connectivity between Namibia and our neighbouring states."

Air Transport Services is allocated over N$13 million and N$86.2 million for civil aviation and navigation services.

Maritime Administration is allocated over N$43 million to ensure that Namibia meets international maritime standards.
