The Minister of Health and Social Services (MoHSS), Dr. Esperance Luvindao, stated that TB Field Promoters are largely funded through donor resources, specifically the Global Fund, and do not operate under the standard payroll system for civil servants.
She, however, confirmed that TB field promoters do in fact receive benefits, including a housing allowance, a retirement fund and medical aid allowances.
"First, basic salary, based on the 2022 personal admin personnel, administrative measures, PAM, scales, housing allowance - 24% of the basic salary paid directly to the employee, retirement fund at 7% of the basic salary paid directly to the employee), and medical aid allowance, 10% of the basic salary paid directly to the employee).
In terms of overtime pay, the minister stated that the Global Fund Grant only makes provision for pharmacists and medical doctors.
Brinkman also sought clarity regarding the 5% salary increase that the ministry had agreed to last year.
"While we appreciate the need to increase salaries, it is important to remember that these are limited donor funds, especially over the past few years, as we have noted. Unfortunately, due to significant funding constraints, all donor-funded staff have not received increments during the current grant periods, including TB fuel promoters."
