Prime Minister Elijah Ngurare has said the funds allocated to the Office of the President for the 2025/2026 budget would enable President Netumbo Nandi-Ndaitwah to effectively implement projects as outlined in the Swapo Party manifesto and the 6th National Development Plan.

Dr. Ngurare motivated the budget allocation of over N$1.4 billion for consideration in the National Assembly on Friday.

The budget allocation to the Office of the President was increased by N$466 million for the current financial year.

Prime Minister Ngurare argued that the increase is meant to accelerate the implementation of programmes in key sectors targeted to fast-track the attainment of Vision 2030.

The figures, Ngurare said, are also justified by the three directorates that have been transferred to the Office of the President, namely, Oil and Gas, Marginalised Communities, and Disability Affairs.

"With this addition, we are presented with new opportunities and challenges which necessitate additional funding for this financial year. The 2025/2026 financial year budget is necessary to enable the President, Her Excellency Dr. Netumbo Nandi-Ndaitwah, to continue leading the Namibian citizenry to prosperity. Her Excellency will also be enabled by this budget to continue building on the foundation laid by her predecessors since independence."

The premier says the integration of the Oil and Gas department in the presidency is to further streamline oversight and accelerate development in this sector to redefine Namibia's economic trajectory. 

"This industry is new to Namibia; therefore, the main activities this year will focus on the capacitation of the sector, including the development of policies and review of the existing law to cater to the development of this important national sector."

The budget allocation further supports programmes such as the protection and defence of the Namibian Constitution, democracy consolidation, investment promotion, and facilitation, as well as policy coordination and support services.

"The programme caters to ensuring national security and stability, thereby contributing to the maintenance of peace, security and stability. The programme also provides safe, secure and efficient air transport to VVIPs. The programme further supports the representation of central government in regions (governors); provides services in support of the operations of the presidency; ensures social inclusion of marginalised communities and people with disabilities; and promotes oil and gas."

From the N$1,458,162,000, operational expenses are allocated N$1.2 billion, while development expenses are allocated N$245 million.
