The Electoral Commission of Namibia (ECN) has said that no by-elections will be held in the Okatana and Rehoboth constituencies following the death of Swapo Party councillor Edmund Ishuwa and the dismissal of Landless People’s Movement (LPM) councillor Harald Kambrude.

Ishuwa, who represented the Okatana Constituency in the Oshana Region, passed away recently, while Kambrude, the Rehoboth Urban East councillor, lost his seat after being expelled from the LPM.

According to ECN spokesperson De Wet Siluka, the vacancies occurred less than three months before the expiration of the current term of office on November 26, 2025.

Siluka said that in line with the Regional Councils Act, if a vacancy occurs within three months before the end of a council’s term, the position does not need to be filled.

“As a result, there will be no by-elections for the affected constituencies. The vacancies will remain until the general elections scheduled for 26 November,” Siluka said.
