An independent candidate who is contesting in the Walvis Bay Rural constituency in Wednesday's Regional Council elections, Richard Hoaeb, has promised to serve residents with transparency and dignity.
Hoaeb launched his manifesto in the harbour town, where he currently serves as chairperson of the Walvis Bay Management Committee Municipal Council.
Hoaeb served as a councillor of the Popular Democratic Movement (PDM), but according to him, he decided to stand as an independent candidate to ensure that development is driven by community needs rather than party agendas.
"My independence strengthens collaboration with all stakeholders, government, private sectors, traditional leaders, and communities without political barriers. Leadership must be grounded in service and not status. One of my visions is to establish a unified, forward-looking and empowered Walvis Bay constituency where all residents benefit from equitable access to opportunities, service and dignity."
Hoaeb said one of his core priorities, if he wins, is to improve service delivery and infrastructure, especially at Farm 37, on the outskirts of the harbour town.
Another priority he revealed would be the provision of land and housing, and he would also advocate for a transparent land allocation process.
Hoaeb further promised to focus on youth and women's empowerment and economic growth.
"I will support the settlement area through integrated above-water supply systems, electrification upgrades, road access improvements, agriculture support programmes and climate-smart farming. This ensures rural economic growth alongside urban centres, road infrastructure and logistic partnerships."
Hoeab stressed that residents should vote for him for his proven leadership, accountability and record of service delivery.
