The Pensioner Population to Postal Services report by the National Proximity Atlas 2 has revealed uneven postal services around the country, as some regions face significant service pressure. 

There are 135 post offices countrywide serving 206,675 pensioners.

The Kavango East Region has the highest ratio of one post office serving 6,739 pensioners. The Kavango West Region has one post office serving 4,411, Omusati has three, serving 1,644, while Ohangwena has one serving 3,013 pensioners.

The ||Kharas Region recorded the most favourable ratio at one post office for every 365 pensioners. 

Statistician-General Alex Shimuafeni explained that on average, post offices in urban areas serve 791 pensioners. "Now, out of those 791, 762 of them are within a 10-kilometre radius, while 29 of them are outside. So, it's quite good coverage, 96.3%."

The |Khomas Region has the highest number of post offices, totalling 27. However, the John Pandeni Constituency lacks a post office, leaving 1,273 pensioners without direct access. "Those pensioners need to find their way to another location to be served," stated Shimuafeni. 

Similarly, in the Moses ||Garoeb Constituency, there is no post office, yet nearly 1,000 pensioners reside there. "The Windhoek West Constituency has 10 post offices, which collectively serve 4,144 pensioners. This results in a ratio of 414 pensioners per post office. In contrast, Windhoek Rural is facing a significant challenge, with only one post office serving 2,571 pensioners."

Regions such as |Khomas and Erongo recorded high levels of accessibility, of 89.4% and 84.7% of pensioners, respectively. Otjozondjupa and Oshana have moderate coverage.
