The Minister of Home Affairs, Immigration, Safety and Security, Lucia Iipumbu, says changes in identity documents can be submitted at any Home Affairs office; however, processing is done only at the headquarters for security purposes.

However, the IPC Leader in the National Assembly, Immmanuel Nashinge, believes that these services should be decentralised.

Iipumbu explained that while changing records may seem straightforward, the data is sensitive, as criminals often attempt to alter their records to avoid identification.

"In some instances, individuals steal the identities of others. Qualifications can also be misappropriated by impersonating those who have legitimately obtained them. Furthermore, numerous fraudulent activities are conducted under false identities that do not correspond to any specific person."

She added that the number of changes of surnames and identities is advertised in electronic and print media to give an opportunity to members of the community to verify that the individual trying to change their identity is actually the same person.
