Prime Minister Elijah Ngurare says all owners of private vehicles used during the 2024 national election were paid.
Dr Ngurare addressed a query raised by Independent Patriots for Change (IPC) MP Michael Mwashindange regarding claims of delayed payments to vehicle owners.
"For the 2024 Presidential and National Assembly elections, the ECN hired a total of 5,330 vehicles, while 1,320 vehicles were hired for the general registration of voters. The total expenditure amounts to N$144,280,084. This implies that N$99,070,550 was paid to private vehicle owners who rendered services during the general registration of voters, Nand $45,299,534 for the presidential and national assembly election. That was just a breakdown of how the $144 million was spent."
He said the commission has, however, received isolated queries from 31 individuals claiming that they were underpaid.
"It is important to note that these queries do not allege nonpayment but rather seek clarification on the rate application and alleged underpayment. These isolated queries have been thoroughly investigated in accordance with the established procedures, and all affected private vehicle owners have been duly compensated."
The premier clarified that all administrative procedures were followed.
"Number one, all procurement processes are guided by standard operating procedures that outline steps, timelines, and responsibilities for each stage of procurement. Two, contracts include clearly defined deliverables and timelines. Three, multiple levels of consideration, adjudication, and approval are in place before procurement contracts are signed and before payments are released, therefore ensuring accountability at every step."
